Session 1:

Title:  Active Shooter Risk Assessment

 

Speakers:  Captain Hamid Khalili, Central Marin Police Authority

                    Michael Pott, Chief Claims Officer at CSAC Excess Insurance Authority

 

 

Description:  What do you do in an active shooter situation? How do you prepare for something like this to occur? What happens in the aftermath?  Learn valuable, life-saving, information surrounding active shooter/violent encounter events including a brief history behind these events as well as alarming facts. The audience will review Run, Hide, Fight and learn risk assessment tools to implement with their entities. In addition, the session will cover claims lessons learned from active shooter situations such as the one that occurred in San Bernardino in December of 2015.

 

 

Session 2:

Title:  K9 Liability

 

Speaker: Dale Allen of Allen, Glaessner, Hazelwood & Wreth

 

Description:  What are the rules involving police use of dogs to chase, attack and capture suspects? When do police dogs cross the line from law enforcement to excessive force and police brutality? What is the liability exposure for the use of K9 in Federal and State court where a K9 handler and their entity are sued typically for excessive force? The courts have ruled that K-9 announcements must be made any time an officer intends to deploy a police dog as a use of force. Are there situations when a K-9 announcement is not required? What is the cost of a negligent dog bite during litigation? Does the entity assume liability for a K-9 while off duty at the handler’s residence? All these questions and more will be explored in Dale Allen’s session on K-9 Liability. There will also be a live demonstration with a K-9 and its handler.
